An independent review of Fire and Emergency New Zealand's progress to address workplace culture and complaint handling practices led by Belinda Clark QSO.

On 29 April 2022, Deputy Public Service Commissioner Helene Quilter CSO announced an independent review of Fire and Emergency New Zealand’s progress to address workplace culture and complaint handling practices. 

The review was requested by Fire and Emergency board chair Rebecca Keoghan, MNZM. Ms Belinda Clark, QSO, was appointed by the Commission to lead the review.

The objective of the review was to consider, make findings on, and report on whether the recommendations in the Shaw report have been implemented and intended change to organizational culture realised, and any further steps FENZ should take to strengthen its leadership and improve its systems, policies, procedures and workplace culture. 

The review did not make findings as to the civil, criminal, or disciplinary liability of any person. Existing avenues of complaint and support open to current and former FENZ volunteers and employees were not affected by this review.
