This paper explores issues relating to the co-ordination of central government and local government in addressing joint problems. To be successful in addressing joint problems it is necessary to have a clear, accurate and shared understanding of the relative status and respective roles of each sector. This paper seeks to establish a framework on which such an understanding might be based.
